As surprising as it may seem, most new oils purchased today are not filtered before being sold. Yes, it is newly refined and looks translucent, but it has many more unwanted particles (debris) present than what would be expected in new oil. This puts the end user in a position of having to filter the oil before it is put into service to assure it will not cause premature wear and undesirable equipment down time. Since maintaining cleanliness is so economically and mechanically important, industry created a standard to quantify particulate build-up; ISO 4406c.
